About Us

DSPL (Developing Special Provision Locally) is a Hertfordshire-wide partnership approach where parents, staff in early years settings and schools, further education colleges, local authority officers and representatives from other agencies, work together as part of an Area Group, reviewing and developing the range of provision and support services available to their local community.

DSPL4 covers the Borough of Broxbourne; from Hoddesdon to Waltham Cross.

The Professional Promise The Professional Promise is our agreement to place families and children at the centre of what we do, regardless of which organisation or team we are in, to achieve the positive outcomes and solutions we all want for children and young people with SEND in Hertfordshire. This is what our families deserve and expect from us all. This ethos is at the heart of the Send Strategy.

The aim of DSPL is to:

  • Meet the needs of children and young people with special educational needs and/or disabilities (SEND), aged 0-25, as close to home as possible
  • Improve outcomes for wellbeing and attainment
  • Widen choice for children and parers/carers
  • Remove barriers to learning
  • Use resources more effectively 

There are nine DSPL Area Groups across the county that meet regularly to discuss what services are available and to influence how services are shaped and developed to ensure the children and young people with SEND in their area receive the right support in their educational activities.

Wormley Primary School is the Lead School for DSPL4. We work in partnership to provide localised support.

Each DSPL is responsible for delivering the priorities of Hertfordshire’s SEND strategy 2018-23, developed to address the outcomes of the LA SEND inspection, at a local level.

In addition, we respond to local need through analysis of local and county data.

In DSPL4, our aim is to improve outcomes for all children and young people with Special Educational Needs and Disabilities.

Currently, these priorities are:

  • Behaviour and SEMH
  • Specialist Provision
  • Targeted SEND services
  • SLCN (including ASD)
  • Early Years
  • Post 16
